The FBI claims that 19-year-old Maine resident Xavier Pelkey constructed his own explosives and planned an attack on a mosque on behalf of the Islamic State organisation. According to the authorities, the three alleged conspirators practised a hardline offshoot of Sunni Islam that considers Shiite Muslims to be unbelievers. Pelkey was 18 years old when he was apprehended by FBI officials last year after they discovered three improvised explosives at his home. According to the FBI, the shrapnel-producing devices were made of fireworks fastened with staples, pins, and thumbtacks.

A handwritten letter that looked to be a draught statement about the intended attack on the mosque was also discovered by investigators in Pelkey’s bedroom. This material was attributed to the Islamic State organisation.

Investigators said Pelkey declared his support for the radical Sunni militant group in the statement and that an Islamic State flag was painted on the wall of his bedroom. The extremist group’s sleeper cells continue to conduct lethal attacks in both Syria and Iraq, where they previously proclaimed a “caliphate,” despite their defeat in Syria in March 2019.
