Malcolm Waite was jailed for eight years earlier this month after he admitted causing the dangerous driving death of college student Fenella Hawes. He was walking with a friend, aged 16, on the pavement next to the A149 in Stalham when Waite’s Lexus RX SUV skidded off the road and struck them.
Miss Hawes died on the spot while her friend miraculously escaped with minor injuries. Waite, 68, kept driving for another mile before he crashed again. He was nearly five times over the drink-driving limit and the arresting officer described him as the drunkest person he had ever seen behind the wheel.

A month before the tragedy, which occurred on the afternoon of July 31, the government changed the maximum penalty for causing death by dangerous driving from 14 years to life in prison.
However, a group of friends and colleagues of Ms Hawes’s father, Ralph, have filed a formal appeal with the Attorney General’s Office to have the sentence increased.
Officials are now reviewing the case to see if it should be sent to the Court of Appeals, which can impose a longer sentence. The group also launched a petition to show public support for their calls.
Charlotte Pritty, from Norwich, works with Mr Hawes and is one of those involved. “Ralph has recently gone back to work,” she said. “I can see in his face that he has changed forever. He will never get his daughter back.”
Police body camera footage of Waite’s arrest is included in the petition. If people see the video of the man talking to the police, it’s terrifying to think that he could be back in just four years.
“What else does someone have to do to receive the maximum penalty? We hope justice is served for the family. “The man literally killed an innocent 20-year-old girl and beat up a 16-year-old. “Luckily, the 16-year-old is still alive, but she will have to learn to live by watching her friend die for the rest of her life.”
