Unlike her son, Ruth Ann Casto was not a well-known figure. She had two sisters, Carolyn Casto and William Clayton Casto, and she was born on May 14, 1937, to William Clayton Casto and Mary Guila Boggs.
On August 1, 1952, she married Ron Cyrus, with whom she had a son named Billy Ray Cyrus. After 15 years of marriage, they divorced in 1966. Later in 1970, Ron married Joan Marie Douthat.
Billy’s father, also known as Ronald Ray Cyrus, was a well-known politician and supporter of the Democratic Party. He was appointed to represent Kentucky’s 98th Legislative District in the Kentucky House of Representatives, where he served 11 terms before leaving office in 1996.
Ron worked as a fitter at Armco Steel Ashland Works and served as Executive Secretary and Treasurer of the Kentucky AFL-CIO. He has held positions as a Little League baseball coach, a member of the Kentucky Mountain Saddle Horse Association, a regional representative for the Federal Reserve Board, and a member of the Crownsmen Quartet.
Ron also enlisted in the US Air Force in Japan and served as the first president of the foundation, the Billy Ray Cyrus Charitable Foundation. He also belonged to Big Woods Community Church in Wellington, Kentucky.
On February 28, 2006, Ronald Ray Cyrus passed away from lung cancer. He was then 70 years old.
