According to Oaklee Snow’s father, her mother, Madison Marshall, absconded from the Cromwell, Oklahoma, residence with the child, age 2, and her brother, Coleton, age 7 months. She informed the Seminole County Sheriff’s Office that Marshall and Waters had taken the kids without permission and were most likely trying to get away to Waters’ home state of Indiana.
The Okfuskee County Sheriff’s Office reports the kidnapping and adds the kids as missing to the National Crime Information Center’s database. In Indianapolis, Waters, Marshall, Oaklee, and Coleton arrive. South of downtown Indianapolis, on Albany Street, close to the intersection of East Troy and Madison Avenues, Waters’ mother lets them live there. She purchased them items for daycare and baby formula.
When Waters’ sister pays a visit around this time, she notices Oaklee’s legs have bruises. As the sister approaches the couple, they become irate and urge her to leave. On February 9, “Chad” calls Waters’ mother and asks her to look for the baby after saying that Waters and Marshall left Coleton with him. Upon there, she asks Waters’ sister to watch the boy before leaving.
Waters explains to her sister that Oaklee needed emergency care after injuring her head while bouncing a ball while the baby was left alone. When she was leaving, the sister witnessed Waters and Marshall enter the home.She failed to notice Oaklee and made no attempt to approach the couple.
The Department of Children’s Services is informed by the sister later that evening that Waters and Marshall left Coleton home alone so they could take Oaklee to the hospital. The infant “did not appear to move, speak, or scream,” witnesses subsequently said to police, as they observed the pair depart the house with it.
