Two inmates were trapped this week at an IHOP in Virginia hours after escaping. IHOP customers saw John M. Garza, and Arley V. Nemo, before dawn Tuesday at an IHOP in Hampton and called police. They were discovered missing in their cell during a count Monday night.
In a news release, authorities described the men using primitive tools constructed of a toothbrush and a metal object to “exploit a weakness in the construction’s design.” “Those tools made it easy for them to access the rebar untethered between the walls,” the press release said.

Once outside, but still inside the retaining wall, the two scaled a wall and escaped. Newport News Sheriff Gabe Morgan praised the alert citizens. “It reinforces what we always say: ‘Look something, say something,’” he said.
Garza had been in custody on various charges, including contempt of court, probation violations, and failure to appear. Nemo, a Gloucester resident, was being held on numerous charges, including credit card fraud, larceny, forgery, larceny possession, contempt of court and violation of probation.
The authorities launched a criminal investigation and an internal investigation to minimize the chances of such an event happening again. The sheriff did not say what they ordered.
