The southwestern Louisiana community was shocked by the tragic death of a 12-year-old boy in October 2022, especially in the neighborhood where he lived. Brogan Duhon’s parents face second-degree murder charges after he died of malnutrition. He weighed only 28 pounds at the time of his death.

Sheriff’s Deputy Chief Jeff Davis Chris Ivey said in a news release that an autopsy conducted after Brogan’s death at a children’s hospital in Baton Rouge determined the cause of death to be complications from malnutrition, while the manner of death was ruled a homicide.

While some of the boy’s neighbors in Jeff Davis’s parish had never seen him in person, others had no idea how old he really was. “After his death we found out from other people that he was 12 years old,” a neighbor told KPLC-TV. “A 12-year-old boy, he’s half the size he should be, and I don’t know what’s going on in that house over there,” offered another neighbor.

We didn’t know how old he was until after he died, we thought he was five years old.” Brogan’s parents, Adam and Jennifer Duhon, were reportedly new to the area and were keeping to themselves. “They’re kind of new to the area, they used to live in Cameron Parish, and I think Hurricane Laura and Delta forced them to leave, and they ended up settling here on family property,” the neighbor added.

The boy reportedly entered the custody of the Louisiana Department of Children and Family Services in September 2010 and was adopted by the Duhon family in February 2012, which is when the agency’s supervision ended. Brogan, however, was the subject of a “substantiated child welfare investigation” in August 2015.

Authorities said the abuse allegations were validated and the family received services through March 2016. Authorities said the child was not enrolled in the Cameron or Jeff Davis Parish school districts at the time of death. He was home schooled in his place. Neighbors reportedly noticed Brogan not going to school. “He seems strange, every morning the bus arrives at seven o’clock and everyone gets on the bus except him,”

one told KPLC-TV. Why doesn’t that kid go to school? Well, they said they homeschooled him. Well, what makes him so special that you homeschool him and send your other children to school? Another neighbor recalled how the packages for the Duhons were mistakenly delivered to them in June 2022, recalling that they had never seen Brogan at the time. “We didn’t even know that this child existed at the time,” he said.

Speaking to KSLA, neighbors said they rarely saw the boy, but when they did, he would ask for food. Roxanne Zaunbrecher said the boy kept saying his parents would keep him locked up and had not been fed in days. “He knocked on the door, I opened it and he told me that he was hungry,” she told the outlet, “So, he came in sitting down and I fed him.”

Zaunbrecher recalled a case in which Brogan’s mother, Jennifer, visited her after feeding him and she seemed concerned if she had called the police. “I didn’t call anyone you know, but the next thing I knew, she [Jennifer Duhon] was here and she asked if she called the police or OCS,” Zaunbrecher said. “I said no, that she hadn’t called anyone. But he was hungry. She says ‘well, I’ll feed him’. I say ‘well, I understand that’. But she ate, she was so hungry.”

It’s worth noting that no other neglect or abuse was reported in the Cameron or Jeff Davis parishes where the family lived, but Brogan’s death came just two months after Jeff Davis’ agents conducted a welfare check after to receive a call. “This is a horrendous crime that went on for years and I believe we all failed that child,” Jeff Davis Parish Sheriff Ivy Woods said in a statement.

The sheriff acknowledged that people did not want to get involved or confront their neighbors, but insisted that someone needed to step up in situations like this to save the boy’s life. “You don’t want to know my thoughts,” Woods said. “I’m very angry. You know that’s the old saying, ‘if you see something, say something.’ Call the authorities. Just don’t be ‘well, I’m going to mind my own business.’ If you see something, say something.” he added.
