A retired vet has been arrested and charged with murder after a man he harassed for years was found dead in a parking lot. Steve Milner, 55, was arrested Tuesday, January 31, in connection with the murder of Kenneth Fandrich, 56, who was found dead Friday, January 27, on the Intel campus in Hillsboro where the alleged victim worked. A coroner ruled his death the result of “blunt force trauma to the neck,” according to Tanya, Fandrich’s wife of 30 years.
The Hillsboro Police Department revealed how an autopsy concluded that Fandrich was murdered and that “the cause of death remains under investigation.” “Milner was getting into our lives before this stalking order, before we had anyone listening to us. We rarely went anywhere alone. We always try to stay together,” Tanya Fandrich told Willamette Week on Wednesday, February 1.

She said she alerted authorities after her husband stopped returning calls Friday night and used Find My iPhone to help officers locate Fandrich. Finally, they found him dead in his car, with his phone next to him in the passenger seat. “I never thought this would happen. Never. I thought he [Milner] was just being a jerk,” Tanya added.
Kenneth Fandrich had previously told police that Milner and his wife had had an affair while she was working at Milner’s Oregon City Veterinary Hospital years earlier. This supposedly happened after Milner bailed her out of jail after she was arrested for a domestic dispute with Fandrich a couple of years ago. However, she said that she had not been in contact with Milner since then.
Last year, Fandrich filed a civil lawsuit accusing Milner of extensive harassment. He claimed Milner planted a GPS device in his car, something police told him was “not against the law” after he called the Clackamas County bomb squad to remove it. In March, Fandrich alerted authorities after Milner began following him to work on his car.
The offender was stopped by a Hillsboro police officer, who warned him that he would be locked up if he continued the harassment. The officer later said Milner did not appear “receptive” to the warning. However, he was not arrested or cited. Fandrich reportedly feared for his life and told a police officer that he believed Milner “would cut me up because he’s a surgeon.” He filed for a stalking order a couple of weeks later. Milner was arrested for violating that order last year.

The civil case was reportedly pending a response from Milner’s defense team, which had asked for more time considering the “significant issues” in the case. “Had the court not granted Mr. Milner’s requests to delay this action, my client may have obtained civil justice,” attorney Michael Fuller, who brought the lawsuit on Fandrich’s behalf, told Willamette Week. “Now that’s impossible,” he added.
