A man who helped pass landmark reform to DC’s penal code was shot dead hours before the council passed the bill last week. Kelvin Blowe, 32, worked with the DC Justice Lab, a group that advocates for criminal justice reform in the city. The family said he also did security work, and early Tuesday morning, Blowe had just finished a night security job and was driving some co-workers home.
He was on Southern Ave. near Suitland Parkway in SE when police say there was a crash after a driver crossed the line to try to pass Blowe’s car. The family said Blowe got out of his vehicle and was then shot and killed. The Rev. Keith Johnson, Blowe’s uncle, said he helped raise Blowe and his three siblings. So he is my son, he is my nephew, my business partner,” Johnson said. “A terrible loss for everyone involved.”

He said Blowe was always drawn to helping others, even as a child, and that’s what led him to join the Navy. Johnson said Blowe had PTSD after his military service, then substance abuse problems, and Blowe ended up in prison. But since he was released, he has dedicated himself to helping others get the services they need after being incarcerated.
“We have to learn to love each other and unite the city, that’s what my nephew was trying to do,” Johnson said. Blowe drew on his experiences behind bars at the DC Justice Lab, where he was a policy and advocacy fellow. He was among those who testified before the DC Council on the city’s landmark reform of the penal code. The bill finally passed Tuesday, hours after he was killed.
“It’s kind of hard to put into words what it feels like to see his work come true without being able to share in that celebration with him,” said Patrice Sulton, executive director of the DC Justice Lab. “In some ways, the moment is an injury addition on top of the loss. And I think we lost a really powerful voice in a really important movement and that’s not something we can replace.”
