A suspect who was charged with allegedly kidnapping his girlfriend at gunpoint in D.C., died while in police custody in a District holding cell, hours after he was arrested. According to the Metropolitan Police Department, around 10:30 a.m. m. Thursday, officers checked out a suspect he was in custody at the MPD Second District Police Station in Northwest.

Checking officers found a man unconscious and not breathing. Police said officers immediately called for paramedics, administered Narcan, began CPR and attempted to use a defibrillator to save the man. Despite their efforts, D.C. Fire and EMS personnel declared the man dead at the scene.

Investigators later identified the man as Marquez Parker, 44, of Northwest, D.C. Police confirmed to FOX 5 that Parker was arrested Thursday at 6:45 a.m. m., just over 3 hours before his death, in connection with the alleged kidnapping of his girlfriend.

On July 27, police said Parker forced the woman into a vehicle against her will in front of her residence at 2900 Van Ness Street Northwest. Family and friends of the victim initially alerted police to the situation after an Instagram live video was posted that allegedly showed Parker pointing a gun at her.

Later, the victim was located safely. Parker was charged with armed (weapon) kidnapping in that case. FOX 5’s David Kaplan discussed Parker’s death with the head of government and external affairs for the D.C. Justice Lab, an organization focused on improving security and transparency within the D.C. Department of Corrections.

Emily Cassometus says that while the death occurred before a transfer to jail, she is talking about bigger issues. “We need to find a way to make sure that people don’t die in custody and to solve problems like that, you have to know there’s a problem and understand what happened,” Cassometus tells FOX 5.

The Standard’s operating procedures on how to check-in to persons in MPD custody is a publicly available document. The document says that searches for contraband or weapons occur at detention facilities, but more intensive searches must be approved by a duty commander. Parker’s cause of death remains under investigation by the Office of the Medical Examiner.According to MPD,  the department’s Internal Affairs Bureau is conducting an investigation into the death.
