Since yesterday, November 25, 2020, the Nocma board has reconsidered its decision, in which it nominated Hellen Buluma, Nocma’s deputy CEO, to the role of acting CEO, and Dingiswayo Sambo, Nocma’s acting DoF.Nocma Limited is a government-owned corporation that was established in accordance with Malawi’s National Energy Policy in January 2003. However, the company wasn’t officially registered until December 14, 2010, in accordance with the Companies Act of 1984.
The strategically important business is involved in the importing of gasoline, the storage of that fuel at strategic fuel reserves, and the distribution of fuel across the country. It is supplemented by Petroleum Importers Limited, which is an association of petroleum trading businesses from the private sector.It was formerly thought that Buluma, also known as a “cadet” for the Democratic Progressive Party, was a supporter of that party. From 2019 to 2020, Buluma served as the deputy chief executive of NOcMA.
Avantmalawi has come to understand that a dynamic lady named Buluma was dismissed from her post today (25 November 2020). This came about as a result of a board of directors decision that passed its jurisdiction stating that she should no longer be the acting CEO thereafter.

She is an Executive at a senior level with over 20 years of progressive experience in the public sector, the commercial sector, and the international development sector, underpinned by excellent strategic leadership and great business acumen.As a public servant, I have a comprehensive perspective on strategic management thanks to my strong multi-sectoral and functional expertise. I have a unique and unusual blended experience that spans three different sectors, which gives me a unique perspective on how to manage strategically.
In the course of her career, she had positions at several institutions, including the United Nations (at the level of Senior Advisor), Oxfam Great Britain (at the level of Global Policy Advisor- Development Finance and Aid), and Illovo Sugar (M) Limited. I have both local and foreign experience, having worked for a number of years outside of Malawi, and I am able to operate well in environments with multiple cultures.
As the Deputy Chief Executive Officer of the National Oil Company of Malawi (NOCMA), a position I have held for almost three years, I have extensive knowledge of the oil and gas industry. This knowledge is an addition to my functional areas, particularly in the areas of mid-stream and downstream investments, as well as operational shifts in the Oil and Gas Industry. My background in areas such as Development Financing, Aid for Trade and Investment, Public Policy, and Strategic Planning has been and continues to be extremely valuable to my position here at NOCMA.
I am a decision-maker that is extremely analytical and possesses great talents in networking, developing partnerships and relationships, and having a good sense of business acumen.
In addition, I have excellent skills in the areas of coordination, negotiating, and exerting influence across Institutions. These skills were acquired over the course of many years of engagement and partnership with a variety of institutions, such as transnational Civil Society organizations at all levels, parliamentarians, private sector companies, and development partners across the globe.I have previous experience serving on a variety of Boards at both the national and international levels.I have a Bachelor of Science degree in Social Sciences from the University of Malawi’s Chancellor College, as well as a Master of Arts degree in International Development from the University of East Anglia in the United Kingdom, and I am currently a PhD Scholar in Public Law at the University of Cape Town in South Africa.
Over the course of my career, I have completed a number of training programs in strategic leadership.
