Darell T. Caldwell, 30, of Brandywine, Maryland, was later identified as the culprit. He fled on foot, stole another truck, and started driving the opposite way on George Washington Parkway, causing three accidents, according to investigators. Paramedics left the platform to help one of the drivers as an ambulance arrived at the scene on George Washington Parkway.
